A note on the codebase as source of truth
Your conditionals encode real business rules. But the model doesn't read your codebase at inference time — it gets a context window. Even if it could read every if/else, it still wouldn't have what it needs: the reasoning.
Conditionals are imperative. They handle the cases you anticipated. Your AI is deployed for the cases you didn't — which means it needs to generalize, which requires the BECAUSE. That reasoning was never in the code to begin with.

What the AI knows about your situation
Not just the current request — the rules and conditions your team applies that the model couldn't know from training. IF this client tier AND this stage, THEN the handling is different. The model doesn't know that. Your senior CSM does.

What the AI is and isn't allowed to do
Not generic safety guardrails — your specific policies. Some of these rules already exist: encoded in product conditionals, hardcoded by engineers who had to approximate the logic at ship time. But hardcoded isn't the same as captured. A model with a harness applies your rules — the real ones.

The context and harness layer isn't a product category we invented. It's a structural shift that the ML research community has been documenting for five years. Here's what the literature actually shows.
Context window as execution environment
The context window is the new program
Brown et al. (2020) established that large language models can perform novel tasks entirely from examples supplied in context — without weight updates, without fine-tuning. The implication: the context window is not memory. It is an execution environment. What you put in it is a first-class engineering decision.
Retrieval vs. fine-tuning for domain-specific knowledge
LLMs struggle to learn new operational rules through fine-tuning. Retrieval wins — but only if the rules are structured.
Ovadia et al. (2024) compared fine-tuning and RAG across knowledge-intensive tasks. RAG consistently outperforms fine-tuning for incorporating new and domain-specific knowledge. Critically, LLMs struggle to learn new factual information from unsupervised fine-tuning at all.
Reasoning steps — not just answers — are what allow models to generalize and self-correct
Lightman et al. (2023) found that process supervision — providing feedback at each reasoning step — significantly outperforms outcome supervision. The finding extends directly to inference: a model supplied with the reasoning behind a rule can apply that rule to novel situations the rule didn't explicitly anticipate.
Where information sits in context affects whether the model uses it
Liu et al. (2023) found that model performance degrades significantly based on where relevant information is positioned in the context window — even when that information is present. Structure is not cosmetic. How you organize the context layer has measurable effects on output quality.
Constraint systems layered over models outperform prompt-only behavioral control
Bai et al. (2022) demonstrated that explicit constraint hierarchies applied at the harness layer produce more consistent, auditable model behavior than attempting to encode constraints in prompt instructions alone. Your operational policies belong in it — not approximated in a system prompt.
Structured, evolving context outperforms static prompts — and the gap compounds over time
Zhang et al. (2025) introduced ACE (Agentic Context Engineering), treating context not as a static prompt but as an evolving playbook that accumulates, refines, and organizes operational knowledge. A smaller model with well-engineered, structured context can match or exceed a larger model without it.
The research converges on the same architecture: a base model, a structured context layer that supplies domain-specific knowledge and reasoning, and a constraint layer that governs what the model is and isn't allowed to do. The layer between your product and the model is where performance, consistency, and defensibility are determined.
Most companies have not built this layer deliberately. They have a system prompt, some RAG over documents, and business logic hardcoded by engineers who had to approximate the rules at ship time. That gap is what the research has been pointing at. Verity is built to close it — from operational behavior, not from documentation.
